Selma Özkan was born in 1967 in Edirne Keşan district.
He graduated from T.U Edirne Vocational School of Hand Wall Decoration in 1987. He graduated from Mimar Sinan Fine Arts University, Archeology and Art History Department in 1992. In 1995, he completed his master's degree on "Edirne Tombs" in the field of "Art History" at T.U. Faculty of Arts and Sciences. .
He started to work as a lecturer at T.U Edirne Technical Sciences Vocational School in 1997. Later, he continued his duty at Martyr Painter Hasan Rıza Fine Arts Vocational School. He has been working as a lecturer at T.U Fine Arts Faculty since 2015.
He has participated in ongoing, domestic and international group exhibitions within T.U. In 2016, he opened 2 personal exhibitions within T.U.
